Lupin III: Napoleon's Dictionary (1991)

This movie embodies Part II like Mamo and Cagliostro embody Part I. It really does have it all: LupināZenigata yaoi; samurai dork Goemon; lightweight global politics banter; perfect disguises; increasingly-improbable antics; patronising misogyny; etc. What it doesn't have is a fun car race or a coherent plot. The race is just set dressing for a few scenes, with no sense of competition, and the plot's a mishmash of episode-worthy ideas blended into a feature-length muddle. Maybe there's an interesting 60-minute cut of this inside the 90-minute blob of movie; I don't care enough to try cutting it free.
