Fun when it's not contradicting its cosmopolitan premise by having the heroes fight scary-looking evil aliens through racism and big American guns. There's something sinister, but also naive, about the 1990s end-of-history USAmerican exceptionalism in this film—everything important happens in New York, high-tech surveillance is an unalloyed good and sentimental boon, and anyone who's not in the majority is a willing caricature. Well, at least it's entertaining: the action's grounded, not uninvolved spectacle; the practical effects are goopy and great; and its deliberate stupidity and fish-out-of-water character dynamics are good fun.
