An incoherent mess, but it hits more than it misses and it's interesting to see id's level design sensibilities evolve away from early DOOM and towards Quake, straining hard at the limits of 2.5D, pushing the illusion to its limits. Unfortunately, it really doesn't really hang together as an episode the way the main game's three episodes do, not even the messy, clunky E2. It's more of a map pack that happens to be awkwardly strung together, maybe inevitable given how many people worked on it (five designers for nine levels, vs the main episodes each having one or at most two main designers).
